In the real world inhabited by ordinary voters and taxpayers, severance payments are made only to employees who are sacked or laid off unfairly or against their will.

However, in the world of EU politics, the compensation system works very differently.

Take the case of Peter Mandelson, who quit as European Commissioner at a moment's notice to take a well-paid job in the British Cabinet.

Far from losing out financially, his reward is a farewell package worth approximately £1million. I have discovered that his successor, Baroness Ashton, whose tenure will be for less than a year, is set to benefit financially in even more spectacular fashion.

She will be paid almost £200,000. After she leaves her post, she will be entitled to a further £250,000 of so-called 'transitional payments' spread over three years.

Her single year of service will also furnish her with an annual pension of approximately £8,000 a year - that's more than twice what a British pensioner gets from the state after working all their life.

Taking into account other freebies, Baroness Ashton (the former leader of the House of Lords) has hit the jackpot with a total package worth the best part of three-quarters of a million pounds.

Thank you for your letter of March 3 which I read with greatinterest. You are correct in assuming that your two visitors are known to me, as indeed is the substance of your meetings with them.
It is precisely because both formal and informal complaints to theBBC over many years have proved fruitless in obliging them to adhere to both the spirit and the letter of the Royal Charter that we finally reached the point of addressing ourselves to the Metropolitan Police.
If there was a particular trigger, I suppose it was the fact that I finally extracted from the European Investment Bank the details of their soft loans to the BBC. You might also be interested to know that, last week at a meeting of the European Parliament's Budget Control Committee, two senior members of the EIB who were present during that Committee's discussion of their annual accounts refused point-blank to answer questions about their relationship with the BBC. (In case you are not fully aware, allow me to explain that the European Investment Bank is an institution of the EU, is controlled by it, and has direct EU financial support. It is also,obviously, free to raise money on the open markets like any other bank.)
As a result of many years research, in which I have been helped by scores of concerned supporters, it has become obvious that the BBC has been, in effect, 'bought' by the European Union. Over that time the BBC has been closely scrutinised by Lord Pearson and others and provided with well documented evidence to prove their pro-EU bias. Senior management at the BBC have steadfastly ignored such evidence and protests. Their contempt for such criticism has now driven us to draw the attention of the police to what has been going on for more than a decade.
Whilst I appreciate your comments about the Office of Fair Tradingand OFCOM I think you will recognise from the above, and from my earlier letter and enclosures, that our patience with the BBC has long-since been exhausted.
I must urge you and your colleagues to look very seriously at this matter with a view to taking it further on behalf of a substantial number of listeners and viewers.

The pending execution of Troy Anthony Davis, scheduled to take place on July 17, is raising serious questions about his guilt - and about the Newt Gingrich-era federal law that has limited his appeals options and prevented him, say his supporters, from getting a fair shake.
Davis, 38, a former coach in the Savannah Police Athletic League who had signed up for the Marines, was convicted in the 1989 murder of Mark Allen MacPhail, a Savannah, Ga., police officer. MacPhail was off-duty when he was shot dead in a Savannah parking lot while responding to an assault. Davis was at the scene of the crime, and an acquaintance who was there with him accused Davis of being the shooter. Since his conviction in 1991, Davis has seen each of his state and federal appeals fail. But in the court of public opinion, Davis presents a compelling argument. Seven of the nine main witnesses whose testimony led to his conviction have since recanted. The murder weapon has never been found, and there is no physical evidence linking the crime to Davis, who has asserted his innocence throughout.
Earlier this month, two of the jurors who sentenced Davis to death signed sworn affidavits saying that based on the recanted testimony, he should not be executed. "In light of this new evidence," wrote one juror, "I have genuine concerns about the fairness of Mr. Davis' death sentence."
One of Davis' major obstacles has been the federal Antiterrorism and Effective Death Penalty Act (AEDPA), legislation championed by former House Speaker Newt Gingrich as part of his Contract with America and signed by former president Bill Clinton. The act was passed in 1996 as a way of reforming what Gingrich called "the current interminable, frivolous appeals process." Its major provisions reduced new trials for convicted criminals and sped up their sentences by restricting a federal court's ability to judge whether a state court had correctly interpreted the U.S. Constitution.
Facing political pressure one year after the Oklahoma City bombing and seven months before the presidential election, Clinton signed the bill, but inserted a somewhat incongruous signing statement that called for the federal courts to continue their oversight role.
That was wishful thinking, say many legal experts. "President Clinton was trying to have his cake and eat it, too," said George Kendall, senior counsel at Holland and Knight and a board member of the Death Penalty Information Center. The reality since 1996, legal analysts say, has been a U.S. Supreme Court that has narrowly interpreted the act, further restraining the ability of federal courts to grant new trials (on June 25, the U.S. Supreme Court refused to give Davis one last hearing). "The bottom line," said Dale Baich, an assistant federal public defender in Arizona, "is that the AEDPA is very harsh and unforgiving."
So now there are serious questions whether, as Gingrich famously said, justice delayed is justice denied. The system of appeals can still stretch out over decades, but in Davis' case, many of those appeals are now being denied for procedural reasons. In his 2004 petition to the federal district court in Savannah, Davis presented recanted testimony, most of which involves witnesses who say police coercion caused them to wrongly implicate Davis. He also presented nine individuals' affidavits that suggested that the real murderer was actually the former acquaintance who first accused Davis of the crime.
The federal judge rejected the petition since, under the current law, the evidence must first be presented in state court. But Tom Dunn, the executive director of the Georgia Resource Center, which helped represent Davis, says that funding trouble prevented the center from presenting the evidence in state court in the first place. Tracking down witnesses costs money, but in 1995, just as Dunn's colleagues had been preparing Davis' appeal, Congress eliminated $20 million in funding to post-conviction defender organizations like the Georgia center, which lost 70% of its budget. Six of the center's eight lawyers left, as well as three of its four investigators, and Davis' case became one of about 80 that Beth Wells, then executive director, had to handle with her co-director.
"The work conducted on Mr. Davis' case was akin to triage," Wells wrote in an affidavit, "where we were simply trying to avert total disaster rather than provide any kind of active or effective representation...There were numerous witnesses that we knew should have been interviewed, but lacked the resources to do so."
Georgia officials insist that Davis' failed 2004 federal court hearing is proof he has had his opportunity in court with the new evidence. "They've had a chance to challenge the conviction," said David Lock, chief assistant district attorney in Chatham County, where Savannah is located.
Davis' attorney has been filing a flurry of requests for a stay of execution until a new trial can be held. Meanwhile Davis' sister, Martina Correia, has helped assemble an diverse group of advocates - from Dead Man Walking author Sister Helen Prejean to South African Archbishop Desmond Tutu to former FBI director William S. Sessions (a death penalty supporter) - to petition the Georgia Board of Pardons and Paroles to commute Davis' sentence to life in prison when it meets on July 16, the day before he's scheduled to die by lethal injection.
Correia has watched her brother spend half his life in prison. This case is not only about him, she says, but it's also about a law that short-changes the convicted. "If for any reason [the last-minute appeal] doesn't go the right way, Georgia is going to be so shamed," she said. "I just don't want my brother to have to be executed to be the catalyst for change."

Good afternoon, everyone.
On Jan. 13 of this year, I accepted the request of the Durham district attorney to take over three Durham cases. At the time, I promised a fresh and thorough review of the facts and a decision on the best way to proceed. I also said that we would have our eyes wide open to the evidence, but that we would have blinders on for all other distractions. We've done all of these things.
During the past 12 weeks, our lawyers and investigators have reviewed the remaining allegations of sexual assault and kidnapping that resulted from a party on March 13, 2006, in Durham, N.C.
We have carefully reviewed the evidence collected by the Durham County prosecutor's office and the Durham Police Department. We have also conducted our own interviews and evidence gathering. Our attorneys and SBI (State Bureau of Investigation) agents have interviewed numerous people who were at the party, DNA and other experts, the Durham County district attorney, Durham police officers, defense attorneys and the accusing witness on several occasions. We have reviewed statements given over the past year, photographs, records and other evidence.
The result of our review and investigation shows clearly that there is insufficient evidence to proceed on any of the charges. Today we are filing notices of dismissal for all charges against Reade Seligmann, Collin Finnerty and David Evans.
The result is that these cases are over, and no more criminal proceedings will occur.
We believe that these cases were the result of a tragic rush to accuse and a failure to verify serious allegations. Based on the significant inconsistencies between the evidence and the various accounts given by the accusing witness, we believe these three individuals are innocent of these charges.
We approached this case with the understanding that rape and sexual assault victims often have some inconsistencies in their accounts of a traumatic event. However, in this case, the inconsistencies were so significant and so contrary to the evidence that we have no credible evidence that an attack occurred in that house that night.
The prosecuting witness in this case responded to questions and offered information. She did want to move forward with the prosecution.
However, the contradictions in her many versions of what occurred and the conflicts between what she said occurred and other evidence, like photographs and phone records, could not be rectified.
Our investigation shows that:
The eyewitness identification procedures were faulty and unreliable. No DNA confirms the accuser's story. No other witness confirms her story. Other evidence contradicts her story. She contradicts herself. Next week, we'll be providing a written summary of the important factual findings and some of the specific contradictions that have led us to the conclusion that no attack occurred.
In this case, with the weight of the state behind him, the Durham district attorney pushed forward unchecked. There were many points in the case where caution would have served justice better than bravado. And in the rush to condemn, a community and a state lost the ability to see clearly. Regardless of the reasons this case was pushed forward, the result was wrong. Today, we need to learn from this and keep it from happening again to anybody.
Now, we have good district attorneys in North Carolina who are both tough and fair. And we need these forceful, independent prosecutors to put criminals away and protect the public. But we also need checks and balances to protect the innocent. This case shows the enormous consequences of overreaching by a prosecutor. What has been learned here is that the internal checks on a criminal charge — sworn statements, reasonable grounds, proper suspect photo lineups, accurate and fair discovery — all are critically important.
Therefore, I propose a law that the North Carolina Supreme Court have the authority to remove a case from a prosecutor in limited circumstances. This would give the courts a new tool to deal with a prosecutor who needs to step away from a case where justice demands.
I want to thank everyone in the North Carolina Department of Justice. I want to thank our investigators, our SBI agents and especially attorneys Jim Coman and Mary Winstead for their hard work in this matter.

This was as expected but the AG went even further than most people thought he would and issued a very strong statement exonerating the students, stating they are innocent and no attack occurred (I thought he might pull his punches and merely dismiss charges based on insufficient evidence.) The only thing that irritates me is that they won't pursue charges against the accuser, even though they clearly think she's a liar who fabricated the story! If there were ever a case in which to bring charges of filing a false report or obstructing justice, this would be it! How the AG can feel that letting her off the hook is in the best interests of justice is baffling, and how he feels that she deserves the benefit of the doubt because she might actually believe her wildly contradictory accounts of what happened/didn't happen that night is even more bewildering. Good grief, what must a woman do to be held accountable for her lies and her deranged effort to send three innocent men to prison for decades? How much more egregious must her behavior be to draw more than a verbal slap on the wrist from the top lawyer of the state? The message here to women is: You can lie and make false allegations and try to frame innocent men for heinous crimes, and even if the case goes nowhere and you're uncovered as malicious liars, you won't face any consequences for your misdeeds. In fact, you'll still elicit sympathy as a "troubled soul" who suffers from mental illness and has experienced abuse in life, and who deserves the kid gloves treatment and a second chance. (sniffle sniffle) And what's with the AP's continued refusal to name her?! She LIED. She's a vindictive b*tch, and her malice and dishonesty have been fully exposed now for all to see--but we're still going to shield her identity as if she's a legitimate victim of sexual assault!

Such men are an endangered species as teaching rapidly becomes an allfemale profession. How many talented young guys would choose to go near a classroom today when you risk getting sued if you try to stop a boy wrecking your lesson, let alone if you put a warning hand on the shoulder of a girl? Yet the fact is that male authority figures have never been more desperately needed.
According to a shocking new report, some schools have lost control to the point where they are actually expelling pupils to ensure their safety.
Not expelling the bullies, mind you.
Expelling their victims. Staff are sending these shattered kids home because they can 'do nothing to stop them being targeted'.
Imagine what signal that must send out to the self-appointed teenage kings of the Respect jungle. It would never have happened when Psycho and H-Bomb ruled their classrooms with a whim of iron.
The report says schools can't take all the blame. Poor parenting and a lack of discipline at home are a key factor.
It's a theme taken up by David Cameron, who has challenged adults to regain authority over children.
The Tory leader points out that allowing bad behaviour as the price of a quiet life is 'grossly selfish and irresponsible'.
Tough talk, Dave, but what is to be done about it? We can't confiscate 500,000 alienated hoodies from their negligent parents and send them all to take lessons in classical civilisation at Eton.
No, the only hope in the short-term lies in schools laying down the boundaries that are lacking in so many homes. And that means more male teachers with the freedom to act like men.

But boys reaching puberty respond best to firm handling from a master they are slightly in awe of.
Boris Johnson complained last week that men are being scared away from teaching by paedophile hysteria. Even more damaging is the humiliating loss of authority.
One teacher friend tells me that if a rowdy kid refuses to go to see the Head he is no longer allowed to tell the boy to get a bloody move on. He has to utter the designated phrase: "Are you refusing my reasonable request?"
Once the miscreant is in the Head's office, he then has to be asked: "Have you been offered the reasonable request?"
What self-respecting man would want to go through that farcical pantomime? Yet it's just one example of the way that the rights of children have eroded the right of teachers to be in charge.
Is it any wonder that men who have left teaching talk about a corrosive culture of insolence which they were powerless to tackle because they risked getting sacked?

I was one of those male teachers once. Ex-military, fit, strong, a good leader, happily married with a young family... I was a good exemplar for young hoodlums, and I taught in tough schools without any problems. I probably made a difference. One problem was the imbalance of women teachers in schools. By and large they found it hard to control young lads and generally resorted to tears and hysteria. As a male you have to rescue them, and the knock-on effect makes your own job harder. Their pupils found that laughable, of course. The money was peanuts, too! It was fine as pin money for a married woman, but a man could never earn enough to keep a wife and children at a proper level. So..I'm out. My kids are in independent schools where there are plenty of male teachers. We live well, take holidays, and one day we'll have a good retirement. I miss teaching because I was good at it, but it's not a job for a man anymore

I was one of those male teachers (with a beard - Andrew of Lancaster) and I left. Got sick of being a punching bag for undersized idiots with something to prove. Got sick of not being allowed to teach to proper academic standards. Got sick of having to watch every word and action in case I was accused of paedophilia. Got sick of not being paid enough to support a wife and family at a professional level (great pay for married women - no use if you have to support yourself, let alone others). Got sick of watching discipline breakdown and good kids being betrayed. Got sick of lies and blaming the teacher.
Got sick. Left. I will never go back.

Male teachers are a dying breed all right and this is at a time when they are most needed. Discipline needs to be restored and collars need to be felt. Some kids need boundaries - more so, if they do not have them at home. A male teacher can be more than a mentor to his charges, he can be the very hero that some young men need and it is a tragedy that he is no longer there. When will this PC rubbish end - we have endured ten years of it and what a disaster it is!

Women's Choices Come First The proposal to offer women the GUARANTEED choice of birth at home with an NHS midwife by the end of 2009 is due to be spelled out today by Ivan Lewis, the health minister.

In other words, money that is needed to help people who are seriously ill is to be diverted to ensure that all women have the opportunity to give birth in their own homes.

However, notice that, ...

... Home births were at least twice as likely to result in foetal death as hospital births, even for women considered at low risk.

And so, as usual, the phrase 'in the best interests of the child' suddenly disappears from view so that women can have more choices regardless of the negative effects that these might have on children. In this case, they will more likely die or be permanently damaged.

But who cares, eh? - so long as women's whims and desires continue to be given topmost priority and funding.

Yes indeed. As mentioned on this very blog, just a few days ago, Gordon Brown has NOT been a good Chancellor as everyone in the media seems to think.

Documents that were released to The Times under the Freedom of Information Act show that officials told Mr Brown:
–– The lower paid would be worse off under the new rules
–– Pensioners due to retire would lose out immediately
–– Businesses would struggle to adjust to the change
–– It would cost pension providers £4 billion a year
–– Pension benefits would be cut
–– Shares could drop by between 6 per cent and 20 per cent
–– The value of existing pension funds could fall immediately by £50 billion
–– Local authority schemes would need topping up, leading to higher public spending
–– The Department of Trade and Industry would be “gravely concerned” about having to bail out pension schemes driven into insolvency

And it all happened.

To repeat what I said before: Our economy is doing well because of the huge progress in internet and mobile techology that took off just when Gordon Brown took up office in 1997, and because of the enormous amount of money that he stole from pensioners in order to bolster 'government' spending.

Gordon Brown is no different from Blair. He is underhand, malicious and self-serving.

I was once at a London hospital having various tests, at the end of which I was sent to the appointments desk to make a further appointment. The woman in attendance was on the phone. "I'll be with you shortly. Take a seat."

I took a seat.

And as I waited - for ten minutes - I heard this woman talking to someone who was obviously a barman, and the conversation with him concerned the possibility of him employing her daughter for a summer vacation job.

I was not happy.

Through my taxes, I pay for that woman - in fact, I am forced to pay for that woman - to do a certain job. But she does not do it properly. Furthermore, she wastes my time and she wastes NHS resources.

And her manner is appalling.

Maybe this is the kind of thing that makes people abusive.

Once upon a time there was a power station. And a lake. And a village next to the lake.

One day, the men in charge of the power station decided they had to do something with all the ash produced by burning so much coal at the power station.
"I know," they said, "let's fill in the lake with half a million tons of ash. OK - so it contains arsenic, but not that much. I'm sure the council in Oxford will say yes, that's ok."
"Yes - that's ok, " said the people in the planning department.
But the villagers were not at all happy. They protested.
And there, dear viewer, things would have stayed. Until Npower, which runs Didcot power station, suddenly did something extraordinary. They went along to the High Court one afternoon and got an injunction which is so wide-ranging it not only bans peaceful protest at or near the site of the lake, but it bans the media, or you, or anybody else, from filming the company as it goes about destroying the woods around the lake prior to filling it in.
The protesters and the media hadn't got a clue this was happening. They had no chance to put their side of the case. The only evidence the company produced in court was a bunch of largely anonymous witness statements from their security guards, who claimed they were harassed by protesters. Not one of these people was even in court, let alone cross-examined.
And so it is in Britain today. Under the Protection from Harassment Act of 1997 things which we claim to hold dear: freedom of peaceful protest, assembly, the press, have been disappeared at a stroke by High Court judges who only ever hear one side of the argument with 'evidence' which would be contested in any other kind of court sitting.
Corporations adore it since it stops any kind of meaningful protest. And politicians too seem quite happy to let all this simply continue behind closed doors.
At Radley Lake there has - Thames Valley Police tell us - not been a single arrest for any violent offience whatsoever. And yet a campaign of harassment was built on those witness statements and the protest and the ability of the media to cover it were shut down at a stroke.
So there you have it. Freedoms which people in this land fought long and hard for over centuries, are dispensed with at a stroke by uncontested evidence in a court.
Make no mistake. It's coming to a protest near you, unless somebody, somewhere, somehow gets up and decides that the Protection from Harassment Act needs rethinking from top to bottom.
You have been warned.
Oh! And you have also been injuncted, because as soon as you know about this injunction you are covered by it. Film or take pictures of what's happening to Radley Lake and you are looking at a maximimum of five years inside.

Lord Butler is using the polite parliamentary way of saying that Tony Blair lied.

Gordon Brown Likened To Stalin Allegations by Andrew Turnbull, the former top civil servant, that Gordon Brown exhibited a “Stalinist ruthlessness” in government and had “complete contempt” for other senior ministers shocked Westminster but were resonating in Whitehall on Tuesday.

Yep: One is branded a liar and the other is likened to a mass murderer.

By people who know what they are talking about!

Gordon Brown is often congratulated for his fine handling of the UK economy over the past decade.

What always seems to be forgotten, however, is that he raised all our taxes by very significant amounts in order to fund 'his' various enterprises, and that he surreptitiously whipped about £800 away from each and every pensioner in the land not long after he took office.

And it does not take that much skill to buoy up an economy when you can dip your hand into the pockets of millions of people and take billions from them.

The only skill it takes is to arrange matters so that the people do not notice what is going on and/or they are prevented from being able to protest about it effectively.

Furthermore, since 1997, when Labour came to power, there has been a positive explosion in the use of the new communicatrion technologies by businesses and by government departments both big and small. As a result, the economy is a very, very different beast from what it was a decade ago. Huge benefits have accrued to the economy through the use of the internet and mobile phones, and the range of products that are based on these technologies has further helped to boost very considerably economic growth.

Gordon Brown had very little to do with this.

Indeed, almost any person who took up the office of Chancellor of the Exchequer in the UK in 1997 would have found themselves sitting at the beginning of a revolution which would have enormous benefits for the economy. And this, coupled with the taking of so much more money out of people's pockets in order to bolster government spending, could not fail to lead to economic 'growth'.

Gordon Brown has not been a great Chancellor of the Exchequer. He landed his job at a particularly fortuitous time, and he robbed the people out of billions without them noticing.

Well. That's my opinion!

Pregnant Women Abandoned By Nursing Staff Thousands of pregnant women are being left alone during labour in overstretched NHS maternity units. Instead of being guided through what should be one of the most joyful days of their life, they find themselves isolated and frightened.

I could barely stop weeping when I read the article.

I wept not for the terrible pain and the appalling suffering that western women so often have to endure at the hands of their very own government workers or, indeed, from the very air that they have to breathe.

I wept at their stupidity.

I wept at their stupidity in ever having believed that government - or government workers - would ever give two hoots about them or their children.

And then I wept some more when I thought about those poor pregnant women getting older, more frail and more ill, and yet being unable to have access to the best medical practitioners that men will have access to - all because they didn't understand the simplest of Maths (see my piece A Permanent Gender War) and because they were hoodwinked into supporting the feminist-inspired agenda of training thousands of women doctors who will simply waltz right out of the profession at the sight of an expensive pair of trousers rather than remain in the profession to treat their ailing gender colleagues; e.g. see my piece Is the Training of Women Doctors A Waste of Money?

And then I wept at the horrible way in which hospital nursing staff so often mistreat their - mostly women - patients, and at how so easily these poor pregnant women had been misled into believing that giving working women so much power in the workplace would actually be of benefit to them; when, in fact, it would simply make them idle and uncaring.

Oh, how I wept.
